Exterior excavation may be unnecessary when surface drainage is the main cause. Regrading the soil can create a gentle fall away from the house, although the finished surface must not direct water toward a neighboring property or cover vents and other required openings.
Downspouts may need extensions or a suitable discharge route.
These changes should be made before buried waterproofing work begins, because otherwise new water may continue to collect against the repaired wall. Ask the contractor to mark existing services before digging, and keep a copy of the proposed drainage route with the project documents.
